Business Need
An HR/payroll service provider with a payroll service bureau operation
had multiple payroll systems serving their small business market. Our client experienced
extremely high costs to maintain these systems along with inconsistent service delivery and difficulty sustaining sufficient product support knowledge. The HR/payroll provider
selected the platform which best met their business requirements and was initiating
a project to incorporate the other platform features creating a best-of-breed solution
offering. The following project criteria were defined:
- Create a comprehensive product development

- Establish baseline functionality requirements
for the self-service and back-office systems
- Develop a plan and adhere to stringent
time-to-market objectives
- Ensure project details were in compliance

Approach
America OnShore (AOS) provided experienced professionals in product management.
Collectively, AOS and the HR/payroll service provider formulated a comprehensive
plan to develop a product suite that included a payroll service bureau engine, administration
& production tools and a self-service web application. AOS conducted working
sessions to audit existing platforms to define a product features list
and document product shortfalls of the selected platform. The outcome of this process was documented
requirements and a consolidated product enhancement list which AOS analyzed to recommend
a supporting product release schedule. Other project deliverables included a project
plan, timeline and budget. The project also leveraged AOS software development resources
by integrating their technical and payroll experience to supplement the service
provider’s project team. |
Result
Both AOS and the HR/payroll service provider brought their expertise to
the project. The payroll product suite was developed using Microsoft technology
and .NET framework and delivered in concert with tight time-to-market requirements.
The product management plan produced a clearly defined product release schedule
which resulted in a manageable number of defects reported throughout the development
life cycle. The service provider is now able to consistently deliver one solution
to the small business market and has realized cost reductions in all areas of payroll
operation by eliminating duplicate functions to support and maintain multiple payroll
platforms. |
